There currently exists no card support other than DEC Tulip ethernet cards for machines. I doubt that PCI-IDE will be a high priority but the wonders of open source mean that you can write one yourself if you want it to work. I am sure that if you have questions then you can get answers on mklinux-development-system. There are people willing to answer questions about development there but that are unable to make a driver for your card as they don't have one of those cards.

No idea on this one. If the MacOS doesn't recognize it right away then maybe the manufacturer's web site has a driver for MacOS. Otherwise you are out of luck.
